National Conference of Probation ServiceIn 13th December, in Tirana International Hotel was held the National Conference of Probation Service in the framework of the achievements and challenges that the implementation of Alternative Sentences faces in the community. In this conference participated Mr. Eduard Halimi, Minister of Justice, Mr. Etore Sequi, Head of EU Delegation in Albania, Mr. Eugen Wolforth, Head of OSCE presence in Albania, Mr. Detlef Palm, UNICEF representative, Mr. Arben Sefgjini, Director of Probation Service, Mr. Alan MacDonald, Resident Expert for Twining Project. Also, in this conference took part different actors which give their contribution in this field as CILPS, Aksion Plus, Refraction Association, AFCR.

Actually, are calculated eight local offices located in the main cities of Albania. Nowdays, our Justice System tendency is to avoid in the unnecessary cases the prison's conviction, to encourage the community's inclusion toward an effective implementation of Alternative Sentences and finally to increase the Implementation of the Alternative Sentences. It is estimated that the entire number of subjects with Alternative Sentence in Albania is approximately 4511 from which 635 are minors surveyed by CILPS, other 40 cases with narcotic addiction are being treated by Aksion Plus and Refraction Association and 52 cases are being managed by AFCR. Although, Probation Service is still facing challenges like the improvement of the rehabilitation process, issues regarding its own legislation, recidivism management and the creation of electronic files.
