This project addresses these issues:
- Comprehensive treatment program for the offenders in the community addressing their criminogenic needs
- Networking of community services at the support of offenders
- Creation of links between Probation Service and community services and capacity building of the service to develop and maintain relationships with the community services and non-confidence in community sentences and their effectiveness
Project target groups are:
- Offenders under non-custody sanctions imposed by Courts in Tirana, Durres Fier and Shkoder, specifically offenders in half freedom; in probation; in conditional release; and in home custody
- Probation staff at national Headquarter and at local offices
- Network members and volunteers
- NGO-members and local groups involved or interested in criminal justice
- Students of Social Sciences as Social Work and Psychology
- General public
The project duration is 24 months and project sites are Tirana, Durres, Shkoder and Fier (4 existing probation office).
The time period is January 2010 – December 2011
Project results will be:
- Building and managing a Network of Community Services for Offenders that will support Probation Service to match the appropriate programs for offenders needs and involve local community resources in the implementation of community sentences
- Developing and offering treatment, rehabilitation and counseling programs for the offenders in the community as drug rehabilitation program, alcoholic program, anger management program, behavior program (one-to one counseling), vocational training program, domestic violence and housing and employment assistance
- Enhancing knowledge, skills and relationships of Probation Service (national and local) to build and develop partnerships with the community services- essential to the effective commissioning of probation services
- Enhancing knowledge and capacities of network members and other NGO-s members and volunteers about community sentences and work with offenders
- More information exchanged between Probation Service (national and local offices) and local actors about community resources that will help, assist and support the offenders in the community
- Improving confidence of the general public in community sentencing and justice system and raise awareness of the effectiveness of community penalties
